Fees Policy

1.          PURPOSE

BE Logistics Training is committed to deliver high quality services in training and assessment. The purpose of this policy is to outline the payment of fees to BE Logistics Training for training and/or assessment services and/or products.

 

2.         SCOPE

This policy applies to all transactions for arrangements entered into with BE Logistics Training by all customers. All transactions are subject to BE Logistics Training’s Refunds, Withdrawal, Deferral and Cancellations policy.

 

3.         DEFINITIONS

Candidate: for the purpose of this policy the term ‘Candidate’ refers to any individual undertaking competency based assessment with BE Logistics Training.
Competent Authority: for the purpose of this policy the term ‘Competent Authority’ refers to any State or Territory authority charged with the responsibility of governance over any appropriate system of licensing and/or issuing awards such as red cards, white cards, etc.
Customer: for the purpose of this policy the term ‘customer’ refers to any individual or organisation that is provided with training and/or assessment services and/or products by BE Logistics Training.
EFT:  for the purpose of this policy the term ‘EFT’ refers to an Electronic Funds Transfer.
Government Subsidised Traineeship: for the purpose of this policy the term ‘Government Subsidised Traineeship’ refers to arrangements that are conducted under specific contracts where State funding is paid to the RTO and Commonwealth funding is paid to the Employer.
Licensor: for the purpose of this policy the term ‘Licensor’ refers to the original owner of the Intellectual Property (IP) rights acting as an Approving Authority for the delivery of a training course and/or assessment process (e.g. the State of Queensland through the Department of Education and Training for the conducting of training and/or assessment in the Course in the Transport of Dangerous Goods by Road – 30744QLD) under which the Licensor’s terms and conditions also apply.

 

4.         PROCEDURE

4.1       Fees

All services rendered by BE Logistics Training are delivered under structured fee arrangements. The fees charged for the services rendered/to be rendered and are subject to the following terms and conditions;
(i) Enrolment fees are non refundable. These are associated with the costs related to the enrolment process.
(ii) Balances calculated after enrolment fees are subject to refund in line with the BE Logistics Training Refunds, Deferrals, Withdrawals and Cancellations policy.
(iii) All fees paid are subject to this policy and any specific fee structures associated with courses as published on this site.
(iv) BE Logistics Training will provide an invoice and/or receipt confirmation as proof of payment to the customer once payments have been processed and finalised.

 

4.2       Traineeship Fees

Fees for traineeships are based on calculations of the nominal hours for the units of competence that make up the qualification based on the schedules within the purchasing guide for the relevant State/Territory. Due to the frequency of change within the schedules, specific fee costs are able to be provided upon enquiry.

BE Logistics Training will charge fees to Employers where Government Subsidised Traineeships are entered into. These fees are for the services provided under, and are subject to, the agreement between Border Express (trading as BE Logistics Training) and the Employer.

An example of  this government funded fee structure may include the following:

Employer has own Trainer/Assessor:

Fee per nominal hour – $2.55

Trainer/Assessor employed by BE Logistics Training:

Fee per nominal hour – $7.55

Full Fee for Service

Employer has own Trainer/Assessor:

Fee per nominal hour – $5.55

Trainer/Assessor employed by BE Logistics Training:

Fee per nominal hour – $10.55

NOTE: This fee structure is only an example and that many variables may influence the final fee structure.

4.3       Fee for Service

BE Logistics Training aims to provide high quality training and/or assessment services at a competitive price. All training and/or assessment fees which are not a part of a Government Subsidised Traineeship are structured under Fee for Service. All fee for service arrangements are listed on this site for specific courses. Fee for Service fees are subject to the following terms and conditions;
(i) Payment of deposits for Fee for Service training and/or assessment services must be made at least fourteen (14) days prior to the course start date.
(ii) The balances for Fee for Service training and/or assessment services must be made according to the fee payment structure as listed on this site.
(iii) Payments are to be made by credit card, cash, EFT or cheque. The preferred method of payment is credit card.
(iv) Credit cards accepted by BE Logistics Training are; Visa or MasterCard.
(v) Where cash, EFT or cheque is provided, payment for the Fee for Service training and/or assessment services will be processed upon receipt of the funds.
(vi) Where credit card details are provided, payment for the Fee for Service training and/or assessment services will be processed upon enrolment.
(vii) All Fee for Service training and/or assessment services fees are subject to the BE Logistics Training Refunds, Deferrals, Withdrawals and Cancellations policy.

 

4.4       Short Courses

BE Logistics Training aims to provide high quality short course training and/or assessment services at a competitive price. All short course fees are listed on this site, including any additional fees or costs. Where short courses are not a part of a Government Subsidised Traineeship or another non Fee for Service arrangement, all short courses will attract fees. Short course fees are subject to the following terms and conditions;
(i) Payment for short courses must be made at least fourteen (14) days prior to the course start date.
(ii) Payments are to be made by credit card, cash, EFT or cheque. The preferred method of payment is credit card.
(iii) Credit cards accepted by BE Logistics Training are; Visa or MasterCard.
(iv) Where cash, EFT or cheque is provided, payment for the short course will be processed upon receipt of the funds.
(v) Where credit card details are provided, payment for the short course will be processed on confirmation of enrolment.

NOTE: Non payment of course fees prior to course may incur removal from course or non issuance of course recognition documentation. No documentation will be released until payment has been verified.
(vi) All short course fees are subject to the BE Logistics Training Refunds, Deferrals, Withdrawals and Cancellations policy.

 

4.5       Recognition of Prior Learning (RPL)

BE Logistics Training offers Recognition of Prior Learning (RPL) as an option to all Candidates undertaking assessment. Where RPL is not a part of a Government Subsidised Traineeship or another non Fee for Service arrangement, all RPL services will attract fees. RPL fees are subject to the following terms and conditions;
(i) RPL fees include the enrolment, resource and assessment services.
(ii) Payment for RPL must be made prior to BE Logistics Training issuing RPL resources and commencing RPL assessment processes.
(iii) Payments are to be made by credit card, cash, EFT or cheque. The preferred method of payment is credit card.
(iv) Credit cards accepted by BE Logistics Training are; Visa or MasterCard.
(v) All payments for RPL are processed upon enrolment.
(vi) All RPL fees are subject to the BE Logistics Training ‘Refunds, Deferrals, Withdrawals and Cancellations policy.

4.6       Material Fees

BE Logistics Training endeavours to provide all materials associated with courses within the stated fees. Where there are additional costs related to materials, BE Logistics Training will advise customers of these costs prior to enrolment into the course. Material fees may be required for, but not limited to, the following;
(i) Computer software or programs (e.g. program/software licence fees) installed on personal computers that belong to the customer. Where programs/software is installed on computers owned by BE Logistics Training there will be no fee for the customer.
(ii) Consumable materials and additional printed resources required to successfully undertake the course. These will, once paid for and issued, become the physical property of the customer.
(iii) All IP and copyrights remain the property of the owner of those rights. No fees paid to BE Logistics Training are charged with the view to providing licensing rights beyond any accompanying licence agreements, nor will they include the transfer or acquisition of licensing or rights for any IP or copyright content to any other parties beyond the owner of those rights.
(iv) Any materials issued may be returned for a refund proportioned to the fees that the materials relate to. The materials returned must be in a re-saleable condition, as originally provided, and sealed with the original seal where appropriate.

 

4.7       Re-enrolment

BE Logistics Training endeavours to support all candidates to the extent of their optimal potential. Where competence has not been achieved under the various procedures and/or assessment systems (e.g. licensing courses), there may be additional fees for re-enrolment including, but not limited to;
(i) Capped attempts at demonstrations of competence within restricted time frames as stated within the conditions by the Licensor, Competent Authority or other recognised authority.

(a) Re-enrolment for training and/or assessment in courses will attract fees for either full course or part there of. Contact us for more information on re-enrolment fees.

(ii) Capped attempts at demonstrations of competence within the BE Logistics Training Assessment Procedures as outlined in the Assessment Flow Chart.

(a) Re-enrolment for training and/or assessment in Units of Competence unable to be achieved within the will BE Logistics Training Assessment Procedures will attract fees for full training and/or assessment, or part there of.

(iii) BE Logistics Training recognise that there may be extenuating circumstances and provides avenues for individual cases to be made through informal processes (telephone or face to face). The RTO Manager will hear and assess any claims for extenuating circumstances, providing a response within seven (7) days of the claim being made. Responses will be provided by telephone or face to face, with the informal outcomes recorded and kept on file.
(iv) Where a candidate chooses to appeal re-enrolment decisions, the BE Logistics Training Appeals Procedure will be followed.
(v) BE Logistics Training guarantees that all Candidates who have paid for training and/or assessment services will be provided with these services as per the Training and Assessment strategy.

 

4.8       Replacement Qualification Testamur Fees

BE Logistics Training will provide replacement qualification testamurs upon written request. Seeking replacement qualification testamurs are subject to the BE Logistics Training Replacement Qualification Testamurs procedure. The replacement of qualification testamurs will incur a fee in cases including, but not limited to;
(i) Qualification testamurs have been lost, stolen or destroyed and the application for a replacement is not accompanied with a statutory deceleration.
(ii) Qualification testamurs have been damaged and the application for a replacement is not accompanied by the damaged copy.
(iii) Qualification testamurs require a name change (e.g. marriage, divorce, etc.)

4.9       Outstanding Payment and Debt Recovery

BE Logistics Training will provide a range of payment options for courses. Any payments that are outstanding will be managed through the Outstanding Payment and Debt Recovery process where;
(i) BE Logistics Training will investigate internally any outstanding payments prior to initiating debt recovery processes.
(ii) Outstanding payments that are over 30 days from the original invoice date will be followed up with telephone contact and written communication (letter or email) to remind the customer of the outstanding payment.
(iii) Outstanding payments and debts will require settling within 60 days from the original invoice date to avoid late payment fees and account management fees.
(iv) Outstanding payments are subject to late payment fees and account management fees once they enter into 61 days from the original invoice date.

(a) Late payment fees are calculated as 10.00% of the outstanding amount and are added to the balance.
(b) Account management fees are calculated at a daily interest rate of 5.00% on the total balance remaining overdue.

(v) Where outstanding payments progress up to and beyond 120 days the matter will be forwarded to a Debt Collection Agency. All further costs associated with these processes will be the responsibility of the customer.
(vi) Certificates, Statements of Attainment, Notifications of Competence, Competency Certificates, etc. will only be issued by BE Logistics Training once full payment for the appropriate course has been processed.
